Why does a subcooled liquid reach maximum pool boiling conditions at a superheat lower than the minimum pool boiling superheat temperature?

Subcooled liquids are at a temperature below the saturation temperature and
the density tends to be higher, resulting in a greater thermal conductivity. As a
consequence, the amount of heat required to begin pool boiling can begin
before the minimum superheat temperature. As the boiling begins, however,
and a steady state condition is established, this phenomenon ceases and the
normal boiling process occurs.
