The biggest concern with using media reports as a measure of police conduct is that the media only reports on most serious and sensational stories. As such, an overall view of the police may be biased toward the more serious types of incidents. In addition, media reports may not provide complete account of story, and thus, may not accurately represent incidents of police misconduct.
