In general, no, because no matter how many page frames are allocated to a process,
sooner or later some process will require more. To absolutely prevent thrashing, the system
must be able to perfectly predict and preload the pages each process will use, which is not
computationally feasible. The point is that the operating system should take measures to
minimize thrashing.
