Small districts have the advantage of being less bureaucratic and easier to influence, but they have the disadvantage of not being able to provide as many resources and support services as large districts. Large districts have the advantage of being able to provide services, but they tend to be bureaucratic. For example, in a large district an individual school might have difficulty acquiring extra staff for students with exceptionalities, because of the difficulty in getting the request through the bureaucracy.
