Identify, explain, and evaluate the four goals of incarceration

What will be an ideal response?

Retribution – punishment, owing a debt to society. However, the punishment does not necessarily fit the crime, as prison terms are longer for minorities and men, even with the same offense.
Deterrence – the threat of punishment may hinder future crime. However, 30-50% of those released from prison commit new crimes. Fear of prison does not appear to play a role in the decision-making process of offenders. Prison may be seen as an occupational hazard and may also be seen as preferable because of free meals and medical care.
Protection – taking criminals off the street protects society from further crime by those individuals. However, most criminals don't stay in jail and are back in the streets and then back in jail. Prison may be like a "crime school."
Rehabilitation – prisoners could get drug or alcohol therapy, get a GED, or learn a trade. Those participating in an education program are less likely to be reincarcerated. However, prisons offer few rehabilitation programs, in part due to funding cuts.
