Answers should address the similarities of each (e.g., each was a means of
addressing youthful offenders or troubled youths. Answers should also address the
differences. For example, almhouses were locked one-room buildings housing all
manner of troubled people. The House of Refuge were created to take the children
away from the adult population and treat them separately. The reform schools were
largely small, cottage-like homes in rural settings that worked to educate as well as
house the youths.
