The one -child policy was inaugurated by the communist government of China in 1978 as an attempt to lower the birth rate for fear that China would no longer be able to support its massive population. The policy imposed severe financial penalties on couples who had multiple children. The result was the birth rate dropped but as China has emerged as global economic power there now exists a need for a larger young population to support an enormous number of aging people. The policy also has the unintended effect of triggering a gender imbalance as
couples, desiring a male heir, routinely engaged in selective abortion of female fetuses and/or would abandon baby girls in orphanages.
