Why are there so many leaks in American government?

Leaks are encouraged by the fragmented nature of American government and by the adversarial press. If politicians in separate branches disagree, one way to compete is to use the press to advance a story that makes the other branch look bad. The other branch has a hard time stopping this practice because the United States lacks Official Secrets laws and because the First Amendment protects a lot of leaks. The press exacerbates this due to its unwillingness to believe politicians and to its interest in leaks of "the real story."?
