Determining problem significance involves consideration of three issues: urgency, impact, and growth tendency. Urgency relates to time. How critical is the time pressure? Putting out a fire in the office is more urgent than fixing a stalled elevator. The potential for stopgap measures also impacts urgency. For example, if people in the stalled elevator can be released before the elevator is repaired, that reduces the urgency of making repairs. Impact describes the seriousness of the problem's effects. Effects may be on people, sales, equipment, profitability, public image, or any number of other organizational resources. Growth tendency addresses future considerations. Even though a problem may currently be of low urgency and have little impact, if allowed to go unattended it may grow. The decision to cut back on routine preventive maintenance of plant equipment as a cost-cutting measure may not create a significant problem immediately. Over time, however, major difficulties may arise.
