The agencies determine which species are to be placed on either the endangered or the threatened species list by reviewing certain factors that qualify species for listing. These factors include:
• Present or threatened destruction, modification, or curtailment of its habitat or range;
• Overutilization for commercial, recreational, scientific, or educational purposes;
• Disease or predation;
• Inadequacy of existing regulatory mechanisms; and
• Other natural or manmade factors affecting the species' continued existence.
The agencies also determine which habitat qualifies for designation as critical habitat by following the factors listed in the Act.
