Describe the multiple streams approach to policymaking.

The multiple streams approach is a generalization of the garbage can model of policymaking. The logic of the multiple streams model is that three streams of factors--problems, politics, and policy characteristics--converge in somewhat accidental manners. Policy entrepreneurs may bring the various streams together in order to create a window of opportunity for policymaking.
