Varies. A sample answer follows. Most people do not realize that almost two-thirds of inmates have a serious mental health issue. In the 1970s and 1980s, Americans decided that most large mental institutions should be closed. Because about 96% of psychiatric institutions have closed, mentally ill people often end up in jail or prison. Sometimes people deliberately break the law so they can go to jail or prison and get treatment. I think the average person would be surprised at how much mental illness there is in jails and how little of it gets treated.
