Why is oversampling required in Delta Modulation?

While oversampling should be avoided in all three types of PCM, in Delta Modulation oversampling is required in order to accurately predict the next input condition. This means the sampling frequency must be much higher than twice of the highest input frequency. In DM, the transmitted data will be reduced to a one bit data stream and therefore the size of transmission will be reduced and the communication system will be able to transmit more data.
