Both testing and inspection are required by most contracts to protect the owner, public, architect, and contractors. The inspection process should be done by independent agencies outside of the contract process to avoid any vested interest. Inspection and testing, if they are done correctly, will bring an unbiased review of the installation and product requirements. Inspections and tests must occur at many steps during the contractual process. Materials that are mass manufactured may not have specified testing or quality control by field personnel, but in all cases, some form of in-house or outside testing and quality control has been performed at the manufacturing plant. Many products require labels from institutes or other agencies, such as Underwriters Laboratories labels on electrical devices to show conformance to product standards and federal regulations.
