One of the most important aspects of the United Nations is its creation of a comprehensive body of laws dealing with human rights. Twenty-eight articles establish basic human rights for all people. In 1985, the United Nations adopted its Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power. This is the United Nations' foundational document pertaining to victims. Under this Declaration, victims are entitled to access to justice and fair treatment, and the Declaration includes the requirement that victims be treated with compassion and respect for their dignity. They are entitled to be informed of their role in the criminal justice proceeding as well as the scope, timing, and progress of the proceeding. The U.N. Handbook on Justice for Victims was developed with input from forty countries as a tool for implementing victim service programs and developing victim-sensitive policies for those who come into contact with victims.
