Consider the construction of a shopping mall. The mall might be near a
residential area in a community. The construction of the mall might bring
jobs to the community. It might make shopping easier for local residents. It
might save local shoppers some of their gasoline costs. However, more traffi c
would fl ow through the community. Pollution from auto emissions might
increase, and noise might increase. One way to manage the negative impacts
would be to do an environmental impact study (EIS). The study would
identify, predict, and control the eff ects of a major project like a shopping
mall before permits are granted and before construction is started.
