How does Hyper-V balance memory between running virtual machines?

Memory is balanced between running virtual machines. When there is available physical memory, all virtual machines get the target amount. However, if there is not enough memory to go around, you need to consider memory weight.  The memory weight provides a scheme to determine which virtual machine is allocated the limited memory next. Hyper-V sets aside memory in the root reserve for the hypervisor and operating system in the parent partition.
