This policy has its roots in rational choice theory because it is based on the assumption that offenders will weigh their options before committing a crime. It puts offenders in jail for life once they commit a third felony. Policymakers implemented this policy with the idea that offenders will make a rational choice to not commit future offenses because the costs of going to jail for the rest of their lives outweight the benefits of committing the crime.
