The ACA has also widely deployed “value-based payment” systems in Medicare that tie fee-for-service payments to the quality and efficiency of the care delivered by health care organizations and health care professionals. The ACA is moving the health care system toward “alternative payment models” that hold health care entities accountable for outcomes.
