What underlies the notion that federal employees should be paid comparably to private sector employees?

What will be an ideal response?

Since a core principle of the civil service has held that people should be paid equally for jobs of comparable value, critics have used the comparable worth concept to seek reform where gender discrimination might be keeping women from opportunities of pay equity. It is a somewhat difficult task to define what jobs are in fact comparable as it is tricky to identify the traditionally male-dominated jobs that map directly on to the traditionally female-dominated jobs. Yet as women are entering the work force in greater numbers and with greater education and some men are taking up child-rearing activities, there are new questions being raised within the rubric of comparable worth. These issues will only become more important in the years to come.
