The contractor must control both the duration of the project and the cost of the project, the major parameters of the project. The contractor commits to completing the project in a specific time frame and at a finite cost. Many contractors feel that both time and cost are naturally controlled by the construction process and field personnel. Although that premise is basically true, the contractor needs to use management techniques to plan and accurately monitor the actual progress and cost to that which is planned and estimated. The contractor is then able to modify operations to meet the time frame and estimated cost.
