How does affirmative action laws affect policing? Do they improve policing?

What will be an ideal response?

Affirmative action laws have led police departments to recruit and hire more women and minorities and to develop better or more predictive selection procedures. Today, many police departments have affirmative action programs where they actively recruit women and minorities. A police department should be representative of the community it serves. For example, a police department serving a large Hispanic community must have bilingual officers to be effective.
