Public welfare administration during this time period began to shift from local overseers to local or county departments of welfare. There was also a shift in attitudes where progressives came to see poverty as primarily an economic, rather than moral,
condition. Explain this shift and how does it influence social welfare policy. What are current views of poverty and how is it influencing this policy today?

Progressives seeing poverty as a result of economic factors rather than a moral issue has strong implications. This would lead to more generosity with relief and less anger at giving relief. It would loosen criteria for relief and create the expansion of programs to help. Those in poverty would be more accepted and less ostracized from their communities. Currently (2017), there is political control of all branches of government that are conservative in thinking. Poverty was described by one cabinet member as “a choice.” There are efforts and published intent to limit and reduce funding for many programs for those in poverty. Many politicians are expressing disdain for those taking advantage of the welfare system and the construct of this appears to blame the poor as having a moral problem.
