This quote refers to the idea that people will find ways to give monetary donations to causes and campaigns, no matter what restrictions are put on them. The Federal Election Campaign Act (FECA) limited individual donations, imposed ceilings on spending by candidates and political parties for national conventions, required reporting and public disclosure of contributions and expenditures exceeding certain limits and established the Federal Election Commission. FECA did not limit donations to parties, think tanks and other groups, and this led to extensive growth in these groups. Attempts to limit these "soft money" donations has been met with vigorous challenges. This is an on-going debate that illustrates the idea behind the quote: people will find a way to support their causes.
