There are three main failings of the system:
• There is a low rate of accountability in the system due to lack of reporting by victim-survivors.
• Rapists who are sentenced to prison are often guilty of repeated offenses that they got away with and are therefore likely to reoffend upon release.
• Women are revictimized under cross-examination by defense attorney on the courtroom, especially if they were drinking at the time of the offense, in an unsafe palace late at night, or if anything could be uncovered from their past that would seem to cast doubt on their veracity.

male military veterans were less than half as likely as nonveteran men of the same age to be in prison (the rates reported were 630 versus 1,390 per 100,000 male prisoners, respectively). Does this mean that we can say with confidence that military service decreases a man's likelihood of committing a criminal offense?
