More than one million adults are convicted of felonies every year. Seventy percent of felons convicted in state courts are sentenced to a period of confinement-40 percent to state prison and 30 percent to local jails. The remaining 30 percent are sentenced to straight probation. Felons sentenced in state prison had an average sentence of four and a half years, but were likely to serve only half that. About one-third of all sentenced offenders are typically expected to pay a fine, pay victim restitution, receive treatment, perform community service, or comply with some other additional penalty. The number of convicted offenders being sent to prison is lower than a decade ago due to the increasing popularity of cost-effective community sentencing. However, because tough sentencing laws require people to spend more time in prison, the average time served per offense has not decreased substantially.
