First, POP suffers from appearing to be simple – beginning with the term "problem solving" itself. It is one of those ubiquitous terms used in countless business, mathematics, computer, psychology, and other books. Another problem is that the term suggests that for every difficulty, there is a solution that is easy, cheap, permanent, and 100 percent effective.

Other considerations, per John Eck, include:
Police officers do not have the analytical skills required to analyze problems.
Police managers and supervisors do not know how to foster problem solving.
Police agencies resist change.
Police workloads prevent anything but superficial analysis.
There is too little involvement of communities.
Little is known about what works under what circumstances.
