It could also be a longer-term lack of replenishment, where a viable recharge mechanism is missing, such as in much of the High Plains Aquifer, where we are essentially mining "fossil" water. Another possibility is that residents of the county (or some other county "upstream") are extracting water in greater volume, or more rapidly, than previously, thus diminishing the groundwater "budget."
