There were several factors that influenced family involvement in early childhood special education. This awareness began in the 1960s and 1970s with prominent political movements such as the civil rights and the women's movement. These movements drew attention to marginalized groups that were often underserved or left out entirely. Economic and educational issues also played a part, such as legislation that gave resources and direction to schools to provide services to children with disabilities. Professional organizations also played a part; for example, the Division of Early Childhood and the National Association for the Education of Young Children developed recommendations and policies concerning families. All of these actions brought attention to the critical role of families in young children's education. Students’ answers will vary on the second part of this question. However, students may note that economic and legislative initiatives that gave schools more resources and guidance were an important part of family involvement. When schools are given more directives and more resources, they can provide larger (and better) services to children and families. They also benefit from directions or “how to” information regarding involving families. Students may also note that professional organizations were a large influence on family involvement. When these organizations outline the benefits of family involvement in a child’s learning and development, schools are more likely to “buy in” to the idea of focusing on the whole family rather than focusing solely on children.
