Many factors influence the RTOR flow rate, which makes it difficult to predict. The HCM also recommends the conservative approach of using a value of 0 veh/h when field data are not available, or when future conditions are being considered. This is important because the delay incurred by right-turning traffic is affected by its ability to turn on red.
