The key factor in terrorism investigations is to have law enforcement agencies from multiple jurisdictions and levels (federal, state and local) work together successfully.
Local law enforcement officers often are the first responders to the scene of a terrorist act. As such, it is essential that they be adequately trained to recognize the incident as being the result of terrorism. In addition, they must be able to understand and deal with the use of possible weapons of mass destruction and adequately document the crime scene. The difficulty arises in identifying leads that may not be overtly criminal in nature, for example, photographing infrastructure or buying large quantities of fertilizer.
While local and state police are usually the first responders to terrorist incidents, federal agencies also play a central role in both the investigation and prevention of terrorist activity. After 9/11, the FBI took a more proactive approach to preventing terrorism rather than just responding to it.
