Formal businesses in LDCs often face high payroll taxes, a minimum wage, working hour minimums, rules about layoffs, environmental and safety standards and a host of other regulations that can be difficult for a poor business owner. A lack of skills, capital and low-cost supplies keep most small businesses in LDCs from being successful not informality.
