Under the patronage system police officers were often hired not because of their qualification, but because of their political connections with those in power.The patronage system was a form of corruption in which the political party in power hired and promoted police officer and then received job-related "favors" in return.During the political era, police officers took an active role in providing social services for their bosses' constituents. In many instances, these favors took precedence over enforcing the law.?
