ANS: In many areas of the United States, homeless persons are treated with contempt. Many public officials consider them to be a nuisance and perhaps a drain on social programs and resources. Because they are perceived negatively by a great number of people, it would be politically favorable to underestimate the numbers of homeless in area where the electorate views them to abuse their tax dollars. This raises many ethical questions that few political leaders seem ready to address.
