Instead of fewer obstacles at the policy initiation/agenda-setting stage since the existence of the initial program placed the problem on the agenda, there are likely to be more in the case of policy succession (i.e., formulation and legitimation). For example, existing programs produce clientele and producer interests and interest groups that may be threatened by policy change--if policy consolidation is considered this is particularly the case.
