Before Jackson, presidents used their veto power very rarely. Jackson's 12 vetoes were more than all of the presidents before him combined. None of his vetoes were overridden. He employed the veto on both constitutional and policy grounds. Grover Cleveland used the veto the most. Only around 4 percent of presidential vetoes have been overridden by Congress.
