Direct aid may come through programs or international institutions designed to stimulate economic development. In the past ten years, U.S. loans and grants to DVC averaged about $15 to $28 billion per year. Most of this aid was administered by the U.S. Agency for International Development (USAID). Some aid took the form of grants of surplus food under the Food for Peace program. Other nations also contribute foreign aid. Foreign aid to DVC from all IAC including the United States, totaled $126 billion in 2012. Much of this aid is based on political or military consideration rather than economic conditions. Major recipients of U.S. aid are Afghanistan, Egypt, Israel, Pakistan, and Turkey. Most of the aid does not go to the poorest DVC but rather to middle-income DVC.
