Rules and regulations are established by substantive law. The way that the law is to be enforced is embodied in procedural law. For example, how and when police can stop people is governed by procedural law. The effects of substantive law being enforced in violation of procedural law can result in serious consequences for the government. For example, the exclusionary rule prohibits evidence obtained in violation of a person's constitutional rights to be used in court, no matter how incriminating. This is why it is crucial for criminal justice professionals to know the law and understand any changes to it.
