Eastern Europe had a more conservative and traditionally oriented government and society, including (in some areas) semifeudal conditions and a perpetuation of serfdom. Conservative governments were less likely to embrace liberalism and the capitalist opportunities presented by the new market economy; many relied almost entirely on the same agricultural methods and techniques that had been practiced since the medieval era. Tighter governmental control and fewer of the liberal market reforms that took place in western Europe meant that fewer people were willing to take entrepreneurial risks but stayed instead with tried-and-true methods.
