What will be an ideal response?
It appears to be in certain cases. In others, it appears that the criminal selected the most convenient person as the victim. To prevent rape, we need to understand as much as possible about the crimes. If it could be determined by this particular person was selected, that knowledge could be used to prevent rapes.
