The level of security provided for an inmate refers to the type of physical barriers that are utilized to prevent inmate escape and is more related to public safety concerns. As long as the inmates are kept within the prison walls, it is less likely that they can harm persons in the community. The initial point of classification actually occurs before the inmates arrive at the prison facility. The Bureau of Prisons institutions are classified into one of five security levels—minimum, low, medium, high, and administrative—based on the level of security and staff supervision the institution is able to provide. An institution’s level of security and staff supervision is based on the following factors: mobile patrol, internal security, towers, type of inmate housing, perimeter barriers, inmate-to-staff ratio, and detective devices.
