(1) The team makes a careful assessment of the learner's strengths and needs with respect to participation in the general education curriculum, resulting in a full and detailed description of the student.
(2) The interaction of those strengths and needs with respect to the general education curriculum is evaluated, and then annual instructional goals are developed for the learner, enabling him/her to progress in that curriculum.
(3) Finally, decisions are made about where the services should be provided and who should provide them, based on the premise that services should be provided in the environment that provides the most access to the general education classroom and to settings in which other children are served.
