In the past, only learners with emotional disturbance were routinely provided with behavioral interventions. However, we know that any learner can develop problems with social behaviors and adaptive functioning, including those with learning disabilities, intellectual disabilities, ADHD, ASD, etc. Teachers in general and special education have always known that problem behaviors are not restricted to learners with emotional disturbance and that behavioral problems detract from learning. The requirement that teams attend to the full range of learner characteristics, including social behaviors, helps assure that marginal behavior problems do not become larger and that behavior problems are not allowed to interfere with other learning.
