Why do so many offenders fail to reintegrate into the community?

Unfortunately, most released offenders do not make a successful reentry back into the community. Most states require offenders to be returned to the counties in which they lived before entering prison. Once returned to their old neighborhoods, most offenders quickly fall into the lifestyle that led to their arrest. Most will last only six months on the street before they are rearrested.
