Gary Cordner suggests that community policing has four dimensions. First, he alludes to the philosophical dimension. This particular dimension is said to be characterized by a new philosophy of policing which is characterized by citizen input, broad function, and personal service. Second, Mr. Cordner refers to the strategic dimension which has at least three important elements such as re-oriented operations, preventive emphasis, and geographical focus. His third dimension is that of the tactical dimension which translates ideas, philosophies, and strategies into concrete programs, tactics, and behaviors. Three of the most important tactical elements of community policing are said to be positive interaction, partnership, and problem solving. Lastly, Cordner's organizational dimension suggests that at times police departments consider a variety of changes in organization, administration, and supervision. The elements of the organizational dimension are not really part of community policing per se, but they are frequently crucial to its successful implementation. Three important elements of COP are structure, management, and information.
