Admit only those recruited athletes who meet academic standards
of admission to the colleges they attend by eliminating preferred
or special admissions; award grants-in-aid for four years and
increase grants-in-aid to the full cost of education; require one-
year residency prior to competition for freshmen and transfer
students so academic eligibility is based on a student’s academic
performance in college not on standardized test scores or high
school grades; provide academic support services to all students
under the auspices of the faculty and academic affairs, not
programs solely for athletes administered by departments of
athletics; limit sport seasons to one semester and reduce the
number of competitions so athletes are allowed to miss no more
than one day of class per week and no more than ten days of
classes per semester for athletic competition, practice, or travel to
competition; require that eligibility for competition requires
maintaining a minimum of a cumulative 2.0 grade point average;
withhold for a period of five years one grant-in-aid for every
athlete who does not graduate within six years; sanction for the first offense any coach and athlete who violates athletic
regulations; place violators on a two-year probation from
coaching and athletic competition for the second offense; ban
violators from college coaching for life for the third offense.
