Safe Haven legislation allows a parent or guardian to abandon an infant without fear of criminal charges or with reduced criminal charges (page 183 in text). Although there are some variations between states, most safe havens are considered as any type of medical facility (emergency room, hospital, and clinic), fire departments, police departments or churches. Section b of this question is based on student's opinion, but could include tracking or reporting problems, reliance on media reports, death of infants resulting in prosecution, and continued illegal abandonment.
