A certificate of confidentiality is for investigators working with vulnerable populations. Investigators can apply to the Department of Health and Human Services to obtain a CoC. The CoC protects investigator from being forced or compelled by law enforcement or subpoena to disclose personally identifiable research information that could place participants in legal jeopardy or damage their financial standing, employability, insurability, or reputation.
