• Instructional Reading Level. Children can read books at this level with support, but not on their own. Books at this level are used for reading instruction.
• Frustration Reading Level. Children can't read books at this level successfully because they're too difficult. Sometimes teachers compensate by reading these books aloud, but they may still be too difficult for children to understand.
