When you set a low percentage of opacity on the Brush tool and then paint in the layer mask, the brush has reduced impact. In other words, if you set the brush to 10% opacity and paint in the layer mask with a black foreground color, each stroke of the brush will mask the artwork very gradually. This allows you to show or mask the adjustment very subtly and to be very specific as to how you want to affect the artwork beneath. Some designers automatically mask the adjustment completely and then use a low-opacity brush to paint white in the mask, thus "brushing in" the adjustment gradually in specific areas. The layer mask allows you to apply it in a way that is unique and expresses your artistic vision.
